RETURN TO THE ASIS OF YESTERYEAR!!

February's Speaker

Stamford Police Department’s Detective Sgt. Pete Dispagna was our speaker at the last meeting.  Sgt. Dispagna heads the Property Crime Division and works closely with the security departments of a number of Stamford corporations to prevent and to solve various crimes.

 Problems businesses face, according to the detective, include imposters gaining access to business facilities for the purpose of stealing items by mimicking uniforms of delivery and service people, including copying security guard uniforms.  Those who use this technique are also quite good at spoofing their way past receptionists and are good fakers.  They tend to be street-smart effective scam artists who may cover a surprisingly large geographic area with crimes committed by the same individuals in Fairfield County and the New Jersey suburbs.  As you can imagine, these crimes are not typical of addicts.

 Other ways badguys gain access is by tagging along with authorized employees who are entering a facility, especially if the badguys are dressed to blend in with the workers.  Detective Dispagna cautioned about the risks posed by ex-employees whose keys or access cards had not been returned when they are terminated.

 Other threats that businesses must deal with concern theft of and re-direction of corporate credit cards to mailbox drops where the cards are picked up and used until the fraud is detected.  Detective Dispagna also told us that the use of counterfeit checks is on the increase.  Any business that uses checks that do not have some form of document authentication are at risk.  These checks are easily copied using high quality color scanners and re-created on color printers whose quality has increased so much in recent years.  Check counterfeiting does not require nearly the investment in equipment that it did five years ago.

 To facilitate apprehension and conviction of these sorts of crimes, Detective Dispagna suggested that businesses institute a form of neighborhood crime watch where they keep each other informed of possible threats.  He also thinks it would be quite beneficial for security departments to work with their local PD to standardize the security department incident reports so they provide all of the info that the local responding officer needs for their reports.
